IT Operations Analyst
Rick has over 20 years of experience working in Operations in developing policy and procedure that make day-to-day business flow more efficiently. Through staff intervention and study of current operational policy, Rick has an out-of-the-box approach that identifies workflow gaps that may have otherwise gone unnoticed. Rick, through the development of procedure and workflow tracking, has created, enforced and annually maintain the Massachusetts eHealth Collaborative Privacy and Security policy that incorporates HIPAA Omnibus Rules and State of Massachusetts privacy rules into a functional and practical day-to-day operational procedure. Rick has worked closely with outside vendors to audit the overall security of the company policies and data. Rick has acted as the lead resource for data delivery contingency and remediation. During the Massachusetts eHealth Collaborative pilot program, Rick created the database structure for three communities and enhanced that model for the for-profit division of Massachusetts eHealth Collaborative. He has developed data standards and procedural information flow for how the data was gathered, structured, reported and maintained. He developed the procedures for external data flow-through and standardized the data from multiple vendors to conform to a single Massachusetts eHealth Collaborative standard.
Prior to his work at Massachusetts eHealth Collaborative, Rick developed operational reporting and tracking structures for many telcom companies including Bell Atlantic, BBN and Genuity. In addition to creating data tracking for workflow efficient, Rick was certified in CPI (Continuous Process Improvement) which is a constant analysis of work force efficiency, including re-engineering policy, procedure and team adhesion. Rick has also designed operational policy and procedure for many entertainment companies including; DreamWorks, Amblin/Universal Studios and The Groundling Theatre. As with all policy and procedure, Rick has the skillset to create all documentation that accompanies the changes he has implemented.
