QDC Technical Information
The MAeHC Quality Data Center (QDC) is a highly secure, cloud-hosted, HIPAA-compliant clinical data repository with analytic and reporting functionality. The MAeHC QDC receives clinical and administrative data from clients which are electronically sent using Continuity of Care Documents (CCD HITSP C32) or flat files from EHR or Health Information Exchange (HIE) source systems.
The QDC is an approved PQRS Data Submission Vendor (DSV) and Qualified Clinical Data Registry (QDCR). It is ONC-ATCB certified as an EHR module for ambulatory and hospital Meaningful Use clinical quality measures.
MAeHC securely extracts, cleanses, and normalizes data from connected systems including unadjudicated claims, appointments, and encounter-level clinical summaries.
MAeHC works with EHR vendors to set up automated electronic interfaces, which are triggered by specific events, such as after clinical notes are signed off or claims are submitted, typically through industry standard modes (e.g., CCDA, 837 claims files, HL7 messages). The transport of information to the QDC is always accomplished via secure encrypted transport methods such as SFTP or web services. Once the data is sent and consumed by the QDC, the system can then generate CQM results and other analytical reporting.
The QDC can submit clinical quality measure results electronically to CMS using QRDA I & III and XML formats, including uploading ACO results to GPRO using the ranked XML file format.
The MAeHC QDC is an ONC-ACB 2014 Edition certified EHR Module. This EHR module is ONC 2014 Edition compliant and has been certified by ICSA Labs, an ONC-ACB, in accordance with the applicable certification criteria adopted by the Secretary of Health and Human Services.
The Office of the National Coordinator for Health Information Technology (ONC) Certification Program is a program established by ONC to provide for the certification of HIT to the standards, implementation specifications, and certification criteria adopted by the Secretary.
